Newspaper circulations have been in decline for years but the pandemic increased the rate of decline. In the first quarter of 2019, the 25 biggest titles in the US had a combined circulation of 4.7 million, meaning a 36% drop overall. Jeff Bezos’ Washington Post climbed one place in the ranking to third place (139,232), while News Corp-owned New York Post, which proved to be one of the US’s most resilient papers during the pandemic, took fourth spot (135,983). The title, which has successively climbed up recent rankings, saw the smallest year-on-year circulation drop among the top ten papers (7%). Combined average daily print circulation of the 25 biggest dailies was 2.6 million in the year to March, compared to 3 million the year before, according to data from the Alliance for Audited Media.

If we continue like this, at an average running-down rate which I have ascertained to be about 1,500 tons a week, it is likely that we shall have a reserve of only 65,000 tons to meet all eventualities by the end of the year. The history of paper making in the Peak has its strongest roots in the
north-west of the region. One of the largest concerns expanded from a
mill established around 1781 at Whitehough, Chapel en le Frith.

Over 95% of the chemical pulp in the world today is made using the kraft process which uses caustic soda and sodium sulphate to dissolve the woodchips. In the kraft cooking process, wood chips exit the digester with an ISO brightness level varying between 35 to 50 % depending on the species and process.

A total capex of c PLN540m from 2022–30 (35% invested from 2022–24) will be utilised to shift the product mix generated from the paper mills to increase the proportion of packaging paper. In 2030 the company envisages a production volume of 580,000 tonnes (c 80%) of paper and 120,000 tonnes (c 20%) of packaging from the paper mills. Through this process of transformation, Arctic Paper will somewhat mitigate the long-term decline expected in the paper market and expand into the higher-margin paper packaging market, which is currently experiencing a boost in demand from booming e-commerce. In particular, decreasing demand is being seen in newsprint paper and to a lesser extent graphic papers.

I happen to live quite near the border between England and Wales, and I can see how the newspapers are attempting, in many cases very successfully, to serve both communities—the English community on the one side of the border and the Welsh community on the other. The wire is a woven plastic mesh conveyor belt which can be up to 35 metres long and as wide as the paper machine. The stock by now is milky in appearance where it has been diluted with water. The stock flows from a flow box onto the wire which distributes the fibres evenly over the whole width of the paper machine. As the paper stock flows from the flow box onto the wire, the water drains away through the mesh leaving tiny fibres as a mat on top of the mesh. By the time the stock has travelled half way down the wire, a high percentage of water has drained away.

Last year, in response, the corporation and NMA, launched the Local News Partnership Scheme. It set up a shared data unit where local reporters can learn new skills, access BBC News video and audio material and local papers can use 150 licence-fee funded reporters to cover public meetings as part of its £8m annual Local Democracy Scheme. Sweden, producing newsprint for all its requirements and all its exports as well, consumed 16, Australia 16, New Zealand 13, Hawaii—which always amuses the House—13, Switzerland 13, the United Kingdom 12, and some 50 or 60 other countries had lower figures. It would be wrong to give the impression that we are the worst supplied country in the world as far as newsprint is concerned. Member for Southgate (Mr. Baxter), who has worked so long for the "Express" newspapers that he can present the facts as he likes, says that we are one of the worst, when, in fact, we are among the 12 highest of some 70 or 80 countries. Member for Harrow, Central, taking perhaps a realistic view of the situation, referred to the possibility of tonnage rationing. I agree with him that it would be a very serious thing if that were to happen.
